The official 2025 civics test list contains 128 questions. USCIS organizes them into three subjects: American Government, American History, and Symbols and Holidays. For Form N-400 filings on or after October 20, 2025, USCIS says the officer may ask up to 20 questions from this list during an oral civics test. Twelve correct answers are needed to pass. The three subjects in the official list
The question numbers show the scale of each subject. American Government runs from 1 through 72, American History from 73 through 118, and Symbols and Holidays from 119 through 128. Those ranges are a way to navigate the list, not a statement that USCIS will ask questions in subject order.

Within American Government, the list covers the Constitution, branches of government, Congress, federal and state powers, voting, and civic participation. American History includes independence, founding documents, the Civil War, voting rights, wars, and civil rights. Treat asterisks as an official category
Twenty questions in the official document are marked with an asterisk for the 65/20 special consideration. USCIS states that eligible applicants study those 20 questions; the officer asks 10, and six correct answers are needed to pass. The asterisk is a formal label in the study list, so a review note can preserve it beside the question number. It does not mean that the question has a different acceptable answer. The original answer alternatives still control.
